What are the advantages of choosing Level 2 now as opposed to choosing Level 1 now, and then upping to Level 2 in Dec 2007?

I haven't been able to come up with a single one. That's exactly why I choose Level One.

The amount of cah is different for each level. I figured if I do the level 2 now, maybe there will be enough in my account by this time next year to cover the next bill.

When a qualifying individual signs up as a WebRing member through a Premium Level 2 Member's site:

We credit your account $0.10 when they successfully join a ring. If you invited the new member we'll credit your account $0.30.
If they become a WebRing Premium Level 1 member within 30 days we'll credit your account $2.40, or $4.80 if you invited them. Credit will be prorated and paid over a 180 day period.
If they become a WebRing Premium Level 2 member within 30 days we'll credit your account $7.20, or $14.40 if you invited them. Credit will be prorated and paid over a 180 day period.

It is not for me because I do not "push" things like affiliates ... never have.

While I have received some credits from WebRing.com in the past, it is a tiny amount compared to what I have willingly contributed.

For me, I'll never ever look at WebRing.com as a source of income. But that is just me. As I said, for many, it could be an important criteria. Thank you for pointing out what I had overlooked.
